GAC COMPLETES HIPC AUDITS |

The General Auditing Commission (GAC) says it has finally completed the Heavily Indebted Poor Countries (HIPC) audit reports conducted on the various specified audited institutions, namely, the Ministries of Finance, Education, Public Works, Health and Social Welfare and Lands Mines and Energy.
GAC release says, because GAC audits are the only non-negotiable aspect of HIPC, the Auditor General and the team of hard-working and committed supreme auditors ,have been working from Sundays to Sundays and sometimes as late as 11 pm to finish all of the audits to meet the deadline for the completion. “HIPC audits finally completed and the chapter is closed,” Auditor General Morlu indicated; taking deep-breath immediately after the completion of the HIPC audits that took too much extra time, adding “we have done the reports and more benefits to accrue for the Government and people of Liberia.” |

-GAC Communication Boss Selected as Resource Person
GAC Communications Director Ernest S. Maximore is expected to leave the country for South Africa next month at the invitation of AFROSAI-E and IDI to fully participate in the finalization of draft management development workshop materials for both management levels. The invitation comes barely a month following his return from Pretoria, South Africa, where he attended the African Organization of Supreme Auditing Institutions English Speaking (AFROSAI-E) Communication Expert workshop held for communication directors or communication officers of Supreme Auditing Institutions of AFROSAI-E. |

The Training Department of the General Auditing Commission (GAC) in collaboration with the Swedish National Audit Office (SNAO) on March 12, 2010 conducted a two-day workshop in the training room of the Commission.
The workshop, held under the topic “INTOSAI ISSAI Financial Audit Guidelines”, was attended by 70 senior audit managers, senior staff and senior auditors and was facilitated by Dr. Jenny Ohman Audit Director of SNAO and Mr. Jan-Ake Nilsson, INTOSAI Financial Audit Subcommittee.The INTOSAI Financial Audit Guidelines are meant to provide high quality guidance for the audit of financial statements in the public sector. Nilson, among other things, said GAC is the first Supreme Auditing Institution in the world to benefit from the exercise which was aimed at providing an overview of the purpose, structure and use of the INTOSAI Financial Audit Guidelines expected to be endorsed by INTOSAI Congress in November this year. |

-TI Board Chair Asserts The Chairperson of the Board of Directors of Transparency International (TI), Madam Huguette Labelle says publishing audit reports is a good undertaking in ensuring that the fight against corruption, waste, abuse, fraud and misuse of public resources, involve full participation of all Liberians in every nook and corner of the country.
The TI Board Chair, who paid a courtesy call on Auditor General Morlu yesterday at his office, said she was very pleased that people are freely speaking out on corruption related issues because they now have access to bundles of evidence of fiscal impropriety, flawed system and control and graft captured in the published General Auditing Commission (GAC) audit reports. |

The Auditor General (AG) of the Republic of Liberia, John S. Morlu II says the Governance Commission (GC) is the microcosm of all reforms in government and as such, all projects or programs of government associated with governance reform must be under the canopy of control, approval, supervision, monitoring, coordination and plan of the GC.
Speaking Saturday, March 6, 2010 when a five-member delegation from the International Republican Institute (IRI) paid a courtesy call on him at the GAC, AG Morlu intoned that the GC is not limited to political reforms such as decentralization; rather it is also responsible for coordinating structural and institutional reforms, professionalization of government through public sector and public financial management reforms, reforms of public corporations, etc. Morlu: If international partners channeled all of their governance reform projects and programs directly to the Governance Commission (GC), more outputs and productivities will sprout for the good of the country and the government. |
