US Auditor Commends GAC -Promises Training Opportunity- PDF   E-mail

US Auditor and professor, Frank Dilorezen, has praised the General Auditing Commission of Liberia for its high level of professional work being performed at the GAC.

Auditor Dilorezen who is responsible for auditing the State of Rhode Island Medicare Program commended the GAC and the Auditor General for what he described as “doing a good work under difficult circumstances.”

The Johnson & Wales University Auditing professor informed Mr. Nyeswa that from what he read from the GAC’s website and other information from the GAO and the media, he is convinced that GAC is doing a great job in the fight against fiscal improprieties.

Mr. Dilorezen then promised training opportunity arrangement with the Auditor General of Rhode Island and the Auditor General of Liberia, for the staff of the Public Debt Department at the GAC.  He also expressed willingness to explore opportunities for exchange of staff between the GAC and the State of Rhode Island for awareness and training purposes.

Professor Dilorezen made the remarks when GAC Permanent Claims Consultant Emmanuel Barthan Nyeswa paid a courtesy visit at professor Dilorezen’s Providence, Rhode Island, GAO office.

Mr. Nyeswa informed Mr. Dilorezen of the independence and non interference of the work of the GAC as well as the support received from the international community.  He also stressed the need for training opportunities for staff of the GAC.

The GAC Public Debt consultant also informed the Rhode Island Public Debt Auditor of the many difficulties GAC Auditors continue to face in the discharge of their audit duties. Mr. Nyeswa told Prof. Dilorezen that the biggest challenge faced by GAC auditors is non-corporation by some auditees in making available documents materials needed to conduct audits.

The General Auditing Commission Public Debt Auditor also indicated that since the restructuring of the Permanent Claims Commission Secretariat, the Ministry of Finance Expenditure and Public Debt Department, has not been forthcoming in allowing staff of the Secretariat to commence the verification of claims against the Government of Liberia as prescribed by the Executive of Law of 1972, Chapter 59.5   

Meanwhile, in a related development, the GAC has hired a Liberian, Miss Nyankor Matthew. She  worked as a single family Bonds Manager for the State of Florida Housing Finance Corporation and for Moody’s Investors Service as an Associate Municipal Finance Ratings and Bond Analyst. 

Prior to Moody, she worked as a performance auditor at the U.S GAO. Nyankor holds a Bachelors degree in Political Science with a specialization in public administration, from Fisk University, and a Masters Degree in Public Finance from the University of Indiana School of Public and Environmental Affairs.

In a  related development, three men delegation from the GAC  Public Debt Department  will join participants from thirty other countries  for the second phase of the INTOSAI Development Initiate program (IDI) Transregional Public Debt Management Audit - Planning Meeting,  held in  Kenya from March 15-19 2010. The participating countries are from AFROSAI, INTOSAI, and other auditing institutions around the world.
