GENERAL AUDITING COMMISSION ANNOUCEMENT TO VENDORS THAT TRANSACTED BUSINESS WITH THE HIPC INSTITUTIONS AND MICAT

The Auditor General is empowered under Chapter 53.3(e) of the Executive Law of 1972 to, "Inspect the books of account of privately owned commercial and manufacturing establishments for the purpose of verifying transactions with Government agencies and Government organizations, requiring outside written, confirmations of accounts receivable and employing such other extended audit procedures as are necessary.”

The General Auditing Commission is finalizing the HIPC audits and audits of other Government institutions. It has proven difficult to obtain confirmation of transactions with many suppliers and vendors. GAC audit team has also not been able to locate many of these companies. There is therefore a high risk of fictitious transactions and bogus companies that have entered into the Government of Liberia financial management system.

Liberia cannot be built on bogus companies and bogus transactions.

The General Auditing Commission is therefore requiring that all the below listed vendors and suppliers come to the General Auditing Commission’s headquarters on Ashmun Street, Old Executive Mansion. They are requested to come with all documentation to support their transactions with Government for period July 2007 to June 30 2008.

For the Ministry of Information, Culture, and Tourism, all vendors should be financial and related records to support their transactions for period July 2006 to September 2009.

All vendors are expected to come to the GAC between 9am to 8pm on the following dates: 12, 13 and 15 February 2010.

Vendors and suppliers should bring all records including delivery notes, check stubs, contracts, evidence of taxes paid, importation to support ability to supply such as bid of lading, packing lists, Warehouse receipts, custom duties paid, IPDs, etc.

The failure to prove that transactions actually occurred and goods and services were delivered, payments made to these vendors and suppliers will not stand as a charge to the Consolidated Account of the Government of Liberia.

As per Section 53.3 (g) of the Executive Law of 1972, the Auditor General is empowered to require that person representing any vendor or supplier to testify on oath as to the occurrence of these transactions. All vendors and suppliers should be prepared to testify oath as to the truthfulness of these transactions, as when determined and needed.
